DAD DAY 2009 Celebrations at CDA Bangalore

DEFENCE ACCOUNTS DEPARTMENT DAY – 1^st OCTOBER 2009

Defence Accounts Department with more than 259 years of its existence is one of the oldest departments of Government of India rendering silent but invaluable service to the cause of the Nation by serving the services and also auditing about 1.5 lakh crores of Defence outlay.

Every year 1st October is celebrated as the annual day of the Defence Accounts Department – the raising day of the department. This year we will complete 58 years of this landmark event in the history of our department. CDA, Bangalore with its main office in Bangalore and serving through 40 odd sub offices spread across Karnataka & Goa is celebrating the DAD Day today i.e. 1st October 09. Hon’ble Justice Mr. N. Santosh Hegde, Lokayukta, Government of Karnataka has kindly consented to be the Chief Guest on the occasion.

The Controller of Defence Account Shri Sudhansu Mohanty in his welcome address expressed gratitude to Justice Mr Santosh Hegde for gracing the occasion. During his address CDA stated that despite achieving 98 to 99 % E-Payment target of third party payments in order to enhance customer satisfaction it is contemplated to upload the status of all bills received in the office on CDA website, so that the status of bills may be viewed by the individual user. This enables us to reach out, enhance customer satisfaction and also ensure transparency in deliverance.

Justice Mr Santosh Hegde in his address emphasized on the key issue of corruption prevailing amongst a large section of elected representatives the impact of same on executives and judiciary. Unless a revolution opposing this dangerous trend is ignited the 85% of budget allocated to various hundreds of scheme will not reach the downtrodden. Mahatma Gandhi visualized administration to be taken to the door step of the people instead it is corruption and politics which has headed to the grass roots.

In order to celebrate the event in a befitting manner, several events were organized to commemorate the occasion. Shram Dham – free heart checkup camp by Manipal Hospital, Bangalore was organized and conducted for all officers/staff on 24^th & 25^th of September. A voluntary blood donation camp was also organized simultaneously on 24^th. In addition, several sporting events and various cultural programmes were also organized.

“The relationship between the Defence Forces and the Defence Accounts Department (DAD) often resembles that between husband and wife.Occasionally, there are spats and differences but always in the end there is affection and understanding”, said the Chief Guest Lt Gen GS Dhillon, Commandant, ASC Centre & College.He was speaking on the occasion of the “57th DAD Day” celebration on 1st October, 2008, at the office of the Controller of Defence Accounts, Bangalore.“Every time the nation has faced a situation of crisis and urgent procurement were required by the Defence Forces, the DAD has always met the challenge with aplomb”, he said.

Sudhansu Mohanty, Controller of Defence Accounts, Bangalore presided over the function.“Being of service to the Services is a matter of great pride to the Department”, he said.“An Auditor’s job is thankless unenviable and often resented.But the Defence Forces have always appreciated our contribution and taken our job in the correct spirit, and understood that their goals are the very goals that we too pursue”, he said.

Maj Gen PK Chakravorty, VSM, Commandant, Selection Centre (South) was the Guest of Honour.He said, the Defence Accounts Department is doing a wonderful job of payment, accounting, auditing and rendering of financial advice to the Defence Services.

The prizes for various items were distributed by the Chief Guest and Guest of Honour.Shri KN Nagaraja, Asst. Accounts Officer, received the MOTIVATION AWARD for Excellence in individual performance.

The function was attended by all Service officers that included Maj Gen Rajiv Sachdev, Dy. Commandant, ASC Centre & College, Brig. P. Ravindranath, SM, Commander, HQ KK Sub Area and Air Cmde S. Murali Mohan, Commandant & Dental Adviser(Air), Air Force Institute of Dental Sciences.

Office Note writing practise for CDA Officers/Staff

As announced earlier we are starting the feature of Precis/Office Note/Letter Drafting for the benefit of the DAD fraternity & SAS candidates in particular. To start with one office note extracted from old SAS paper is given here. Users can post their drafts for evaluation by our expert Officers.

Government of India, Ministry of Finance, department of expenditure vide their letter No. 105/1/204-IC dated 01.03.2004 as conveyed sanction for merger of 50% of dearness allowance/dearness relief with pay / pension to Central Government employees w.e.f 01.04.2004. Various PCsDA / CsDA have raised points of doubts on the following subjects.

1. whether dearness pay is to be treated as basic pay for the purpose of payment of non practicing allowance (NPA)?

2. Whether dearness pay is to be considered for ceiling limit of Rs. 29500/- as per Govt. of India decision to below rule 9 of FR. In certain cases basic pay + dearness pay exceeds the limit of Rs. 29500/-. How is NPA to be reglated in such cases?

3. CCA/ Tribal Area allowance / Special compensatory (HILL)/SPL COMPENSATORY (RL) allowance are at present paid based on pay range of basic pay. When dearness pay is added, the pay range gets changed. In such an event whether these allowances can be paid based on the new slabs arrived at by adding DP or the existing pay range alone has to be followed pending receipt of ammendment of existing pay range?

Consider that you are working as a Section Officer(A) in the HQrs office, put up an office note bringing out the above issues and seeking a decision on the subject.
